The state can protect potential life by ensuring that the woman understands the risks, the alternatives, the availability of child support and state-funded alternatives. Even if that creates some uncertainty and persuades some women to forgo abortions, that only shows it might make a difference and therefore is relevant to an informed choice. This same reasoning contradicts the Court's prior ruling that a 24 hour waiting period creates an undue burden. It merely ensures that the decision to abortion is well considered, and rationally protects the State's interest in maternal health and an unborn life. While upholding parental consent is consistent with the courts previous decisions.

Guardianship
Expanding voter registration to on line. I guess that is for those individuals over 16 that do not have a driver's license or any state issued identification. And not to worry if there is no signature on file anywhere, you can provide that the first time you vote. And the first time you vote can be by mail. Hmm, that doesn't sound like it is protecting against fraudulent voting at all. And they want to ensure that voters can opt for email only rather than mailed information. Only issue I see here is someone altering the email for someone, and that individual not realizing it was changed until it's time to vote. Or perhaps having them sent to an email address that you later never check and completely forget about it. Allows individuals to register and vote on same day. Even those with guardianships must be permitted to vote unless a court of competent jurisdiction issues an order that by clear and convincing evident the indivdual cannot communicate.

DUI/DWI
They want a study on the impact of drunk driving child endangerment laws. These areas are generally under state purview, and should remain so. States are quite capable of sharing information between states. I mean my own locality worked with one in Oklahoma regarding juvenile sexual offenses as they had developed a program to reduce recidivisum to almost 0. I seriously doubt that drunk driving or child endangerment is lacking focus in states/counties/cities. Law enforcement and other government entities can and do know how to share information to assist one another. In another semi-child related area, they want to study pollution caused by idling in school zones. Last I checked majority of school zones are not on federal land.
Wrongful Death
They go on to discuss how the law deals with the unborn, stating that most states are allowing recovery for injuries when the fetus was viable. And it recognizes unborn children being recognized for acquiring rights or interest via inheritance or other devolution of property. Even that they are represented by guardian ad litems. However it discards those as not granting the unborn rights since they do not come to final fruitation until birth. (Rather contrary to a cause of action for wrongful death of a fetus.) But it still finds the state has an interest in the health of the woman and the protection of potential human life, and that these grow more compelling as the pregnancy approaches birth.
Traffic Violations
They are wanting more crash preventions measures. Not sure but it seems that the more of these we put in place the less people seem to be paying attention to their driving. It's like the expect the vehicle to do all the work for them. Items like forward collision prevention and automated braking, rear collision prevention and automated braking, rear cross traffic warning when backing up, lane departure warnings (already exist and are an issue in construction zones), and blind spot warnings. Intelligent speed assist to determine applicable speed and alert drivers to discourage speeding. Once they get everything in place they could have automated braking too. That way if you are actually attempting a manuver to avoid something the vehicle could override you.
Sex Crimes
It limits the use to times when there is no ability to safely retreat. It also limits it to preventing the other from aggravated kidnapping, murder, sexual assault, or aggravated sexual assault. Removes the ability to use the deadly force when present to only when in one's own habitation. Makes the protection of property limited to one that includes a habitation.
Drug Crimes
They even get to determine if another structure, I hear a new agency, might be useful to ensure all rules are followed. While I agree that the influx of illegal drugs is not good, and that it is sad whenever someone becomes addicted because so many lives are affected; I do not agree that we need another agency or department or group to deal with synthetic opioids. Our war on drugs has not ended in less usage; and clearly there are now people who feel that too many are harshly punished for their distribution and usage in the jail system. We should already have agencies dealing with drug trafficking, this is just the current drug that is peaking in the trafficking. Perhaps if we had better control over the border we would have less incoming, or catching more of that attempting to get across.
Assault
Murder
The proto-felony-murder rule was stated in manuals for justices in the 18th century. Anyone prescribing medication to unlawfully destroy the child (unborn child) would be guilty of murder if the woman died. And they restated the common law rule against abortion. A 1652 case found it murder to destroy the child in the womb, and by the 19th century courts frequently explained that common law made abortion of a quick child a crime. The focus on quickening may have been brought about as it was the first period when pregnancy was truly known. There was no scientific method to determine it with certainty prior to the fetal movement.
Homicide
In fact, in the 13th Century causing an abortion was seen as committing homicide, especially if the fetus has 'animated'. (This animation was cited as quickening or a quick child.) This continued to be the view into the 17th century. At the time the U.S. Constitution was being drafted, abortion was viewed by ancient law as homicide or manslaughter. In 1732 Eleanor Beare was convicted of causing a miscarriage, and sentenced to 2 days in pillory and 3 years imprisonment. There appears to be no common law authority on the right to procure an abortion at any stage of pregnancy, merely a difference in the severity of punishment for abortions committed at different points during a pregnancy.

New York enacted 1828 provided for abortion of a quick child, unless necessary to preserve the life of a the mother or advicised by 2 physicians as necessary, would be guilty of manslaughter to the second degree.
