Operation Threshold is a private, nonprofit community action agency that serves low- to moderate-income families and individuals. It offers housing, weatherization, family development and community services to the residents of Black Hawk, Buchanan and Grundy counties in Iowa. The agency s public health program provides food items to help meet the nutritional needs of pregnant and nursing women, infants and children up to 5 years of age. Its low-income home energy assistance program provides emergency furnace repair and replacement for qualifying homeowners. The agency provides educational, prenatal care and positive parenting training to low-income pregnant and new mothers. It also provides financial assistance to families facing crisis situations. The agency s housing and fair lending counseling program provides education to homebuyers. It is located in Waterloo, Iowa.
