The Universal Service Administrative Company is an independent, nonprofit organization that is designated as the administrator of the federal Universal Service Fund. It manages funds for companies that serve rural areas, low-income consumers, rural health care providers, and schools and libraries. The organization was established in 1997 as a subsidiary of the National Exchange Carrier Association and is governed by a board of directors. The organization consists of division, including high cost and low-income, rural health care and school and libraries. Additionally, the organization has a finance division, internal audit unit, external relations department and an office of general counsel.
