About CVR Our Mission Cunningham, Vogel & Rost, P.C is a professional corporation formed to provide quality legal representation exclusively to local governments and related public-oriented interests. We take great pride in being the first law firm anywhere in the region to fulfill this important function. The firm's founding shareholders Tom Cunningham, Dan Vogel, and Paul Rost have represented municipalities, counties, regional governments, and governmental associations throughout the Midwest and have served as City attorney or special counsel assisting local governments in Missouri, Illinois, and Kansas. All of the firm's lawyers and professional staff work solely in this local government area of practice. The firm represents nearly one hundred local governments, such as cities, villages, counties and related local taxing districts, and our attorneys have served as the appointed City Attorney for more than a dozen municipalities. Lawyers in the firm have also served as special counsel to public-oriented organizations such as the Missouri Municipal League, St. Louis County Municipal League, St. Louis Regional Arts Commission, National Association of Telecommunications Officers and Advisors, Mid-America Regional Council, and numerous other local public entities including past and present representation of or consultation with countless local governments in Missouri, Kansas, and Illinois. Cunningham, Vogel & Rost, P.C was established to fill the important need for expansive, comprehensive legal resources from a single law firm that represents only the interests of local governments, while providing the legal experience and resources of much larger firms that often represent clients with interests that conflict with those of the public sector. The firm also provides training and resources for elected and appointed officials, as well as municipal employees, through seminars, educational materials, and individual training programs.
