The worst!! Had to move my 79 year old mother in law out due to huge RATS in her apartment. Norris and Stevens wouldn't do anything about it, kept her money for 20 days of rent and charged her $170 extra for painting due to smoking which she never did, was smoked in and never painted before she moved in and when you try and contact them they are unprofessional and will not even have a conversation with you.All she would say is you can't prove anything and you signed a contract!Never rent from these people they are CROOKS!!!!

Great company to work with! Have worked with over 20 different great Managers at different complexes never with a problem such as mentioned previously. I am sure Norris & Stevens will take care of it.

nightmare complex

the only reason id give this complex one star is because yp forces me to. I have lived at my current complex for over 10th yrs. When the owner turned the complex over to Norris and stevens, Norris and stevens made all these claims to how they were going to "clean the place up" since then, I have gotten numerous letters about my vehicle, my patio and my house. And that would be fine if anything was wrong with these things that actually violated laws or their agreements. For example. My vehicle had gone past its registration date and they posted a sticker threatening to tow. In Oregon the only people who can tow said vehicle were the police. And when I approached the managers they told me that they will just tow it and deal with that when we get to court. Another time, I had set my tool box out in the am to fix something a couple hours later and got an eviction warning. These kinds of warnings are given to all of the older tenants almost biweekly.

When I called to tell them that their contractors damaged my apartment and now there are seal problems. That are causing serious mold with the windows and door, I got no response and ever month my electric has gone up and up and up because of these damaged windows and they finally responded by blaming me. And again with the eviction warning. I have filed other maintenance requests and got a call from the in office manager (a delegate person from the on site manager) telling me to hand over my keys or he was going to give me a 30day notice.

I have been threatened with eviction six times since Jan 2013 it is now may 2013 and all I have done is asked the landlords to fix the damages in my apartment and told them that they need to check over their policies cause they are violating tenant rights.

One of the other tenants shut and locked the gate that seperated the parking lot from the area where children play and he no longer lives here...

Another tenant was evicted and the only reason we can come up with is because he was the son of the former onsite manager. This man has two children who were also displaced by this no stated cause eviction.

We do not pay to rent a place thats damaged, unsanitary and unsafe. Not to mention unstable cause we have to worry about an eviction every few weeks.

ROSE PARK APARTMENTS!



I don't think it is so much Norris & Stevens as it is the individual managers! Some of them are pathetic! Where I was living (Keizer/Salem) you could not trust the manager to tell the truth about the weather! She makes her own rules up as she goes along. I could say horrible things but most of you have covered that already. This is BY FAR the worst place I have ever rented in my entire life. She lied about it being painted. She lied about several things that this apartment was suppose to have when I moved in. I have seen several people come and go from the SAME apartment without them painting or doing much of anything really. When they steam clean they only do half of it. I watched them once. I also know what fresh paint is. I moved in the DAY after it was suppose to be painted and it WAS NOT! I figure that the word KARMA will come back on her way way worse than she expects. I am taking my situation to court. That is one of the reasons I am so vage. I CAN SAY THIS THOUGH. One thing that is OK to do is practice the 1rst ammendment. Freedom of Speech! We can all put our concerns on Twitter, Facebook, CNN, ABC...ect.... all of the media outlets. WORD of mouth is the worst payback & it is LEGAL! USE IT... :)



I have a made up list of things that I am addressing with this company. It is too long to put on this review. I can say that several of the things that have gone on at my complex are not within the boundries of Oregon Law. That is pathetic! Also I felt like I lived in the Ghetto living there. It was BAD!

Nightmare Complex

My Mom is a 70 year-old woman and she lived in one of their apartment complexes in Portland for 5 years. The reason she stayed there for a while is because she could not afford to rent a better place since she only makes minimum wage, but she still made sure that she kept her agreement and paid her bills. She had to move out because they kept raising the cost and she could no longer afford it. It's been a month and a half and she's been trying to contact them to get her $200 security deposit refunded but they keep denying she paid it and intead came up with a list of miscellaneous fees for her to pay. In the actual contract agreement, they put zero paid for the security deposit but luckily she found the receipt proving she had paid a two hundred dollar refundable security deposit. The management is also very rude when I call and when leaving a voicemail, they do not return the call. I would never recommend Norris & Stevens.
