Parents In Community Action is a private, nonprofit agency designated by the federal government to operate Head Start and Early Head Start programs in Hennepin County, Minn. The agency was founded in 1969 by Head Start parents. PICA serves more than 2,500 children and families. It offers a variety of programs and services for children and families, in addition to Head Start and Early Head Start. PICA respects each child s individuality and honors his or her cultural, ethnic and family heritage. Its child-centered curriculum focuses on the interests, learning styles and developmental needs of the individual child and helps each child develop self-esteem, self-help skills and socialization skills. PICA s mission is to provide comprehensive early childhood and family development services that empower children and families to reach their full potential. It also promotes community change that values children and their families.
