is it ethical to hold records for unpaid bill- no it's against HIPAA and California state code.

The first time i saw him I he did not take the time to look at my x-rays and now I am paying for it- littarally. He has sent me to collections for that was not done and could not be done because their was a prior mistake. i don't know if he missed it or just planned to scam me. Plus the girls in the office are so rude. Don't try to ask them for any help, they will lie right to your face- and say that can't really do anything because their is no office manager. They say they have been doing this along time but don't know that you can't hold records for any reason-they didn't even know how to copy an x-ray
