- The Phoenix Parks and Recreation Department offers various leisure activities and programs to individuals. The department s facilities include tennis and soccer courts; recreational, cultural, teenager, visitor and community centers; and softball, baseball and football fields. The department also features a museum, sport complexes, golf courses and swimming pools. The Phoenix Parks and Recreation Department maintains more than 200 parks. The department operates under the government of the city of Phoenix, which was established in 1913 and also operates fire, finance, human services, planning, police and aviation departments.
