Extorted money out of residents or would tow our cars right out of our driveways for not paying up on illegal charges. Gave us fines for breaking rules that did not exist, Threatening us with evictions if we didn't pay them off. In Manufactured home parks,We have the right to vote on new rules. We voted out their parking rules,on charging us for our cars. But they continued to do it anyways. Several people lost their vehicles, as they could not afford the tow fees. I have photos of cars being towed from my neighbors driveways!

i am a charter member of the oregon state tenants association and president of the arbor manufactured home park chapter we were recently purchased by holt opp. fund in december 2013 and life has been a nightmare ever since! first of all they gave several developmentally disabled residents illegitimate 24 hours notices to vacate and then took chainsaws and dismantled their homes within days. when i spoke to the manager she just laughed and said they left voluntarily and then fluttered her eyes trying to be cute! they evicted an 85 year old old woman suffering with alzheimer for being late on her rent! her grand children had informed the manager that if ******* was ever late on the rent just to go down and pick up the check and that she was sometimes forgetful..so they threw this 20 year resident out on the streets...she died a couple weeks later. within 15 days of purchase all garbage was shutdown without notice for three weeks-this was at christmas time and directly after a big storm proceeded to give all the nice homes eviction notices for debris in their yards,,,i immediately took photos and brought attorneys to my home..they could not believe that we had gotten notices on such a pristine yard,one that was obviously well maintained and beautiful i might ad! only the nicest homes received these notices. ones they could make a few dollars on! then 30 days later we all received a second eviction notice for the same thing..placing all of us one notice away from a NO CAUSE EVICTION! this was the new owners first 45 days of ownership..sounds like a plan to me! then they attempted to create a set of rules that were not only insane but illegal...and so we pulled together as a community and voted these rules out twice..the manager said one of the owners told her to strictly enforce the rules anyways and are attempting to roll over us like a steamroller! legal aid is stepping in and helping us attempt to solve this dilemma, she evicts people after withholding their water bills for several months at a time and then slapping them with 600 t0 700 dollar water bills. evicting them because their behind on their utilities. they are taking advantage of many of us because people being low income and many hispanics do not know all their rights ! she hides when its time to pay rent so she make you late on your rent 3 times so she can evict you! at the same time then claims everyone is lying about this but we have many many firsthand witnesses! they are receiving grants with the promise of improving life for all the low income families here! all of the neighbors say they feel like their experiencing a form terrorism in their own homes.living in constant fear is not improving our lives. we are not even allowed to speak with any of the owners,only the manager whom 90% of us completely distrust! this is a branch off holt homes now some of their actions are scaring us and we just want to feel safe . Todd a co-owner with a long history of violence threatened several residents with bodily harm.
