Frankfort Urgent Care

I am handicapped. I went there to get a form filled out so I could get a placard for my car. They told me over the phone they could do this for $70. After taking my money, they had me wait over a half hour only to inform me they can not do this because it needs to be signed by a primary care physician and their "Dr" is really only a nurse practitioner. They had me fill out a refund request form. That was a month ago. I have not received the refund despite my repeated efforts to speak to someone in billing. I know I won't be using them again.
