This is very inhumane and causes needless anxiety, stress and even death in some cases. Usually this is when it is time intensive such as Teeth Brushing, mats, Furminator shed less treatment (up to 90% less shedding), very dirty animals and excessive shedding are examples where there could be an additional charge.
