RUN from this guy; he quoted price, pulled permit to complete the job, then tried to raise his price by more than double before even starting; when we told him that we would get someone else to do the job, he threatened to not remove his open permit from our house until we paid him off. this guy is very unethical and you should run, far and fast from him. snake in the grass!
