Pho 78 Westminster

The dining experience in this restaurant was bad from the moment I entered. I first noticed trash on the floor when I came in the door that had not been picked up. When I reached the booth where I met a relative for lunch, not only was the table wet but my seat was wet too from a spilled glass of water. I had a hard time trying to flag down a waiter just to clean up my seat to sit down. The menu is limited, they don't give you much selection other then their rice or noodle bowl dishes and the one I ordered was lousy (no taste). Trying to get the wait staff's attention for water refills and the like was very difficult, they kept ignoring us. When they did come they were aloof and acted like they didn't want to be bothered. The scariest thing is Pho 78's sanitary conditions. In the bathroom, I witnessed one of the kitchen staff flush a urinal several times after using it (the handle of which is the germiest thing to touch) and NOT wash his hands before returning to the kitchen.
