Quantum Real Estate Management

The building is dark and creepy. I have lived here for a little more than year and there are 3 residents that died in that span of a year. Out of about 50 apartments, there are only 3 washing machine and dryers and the manager does not allow you to wash after 10PM. The management company (Quantum Property Management Company) operating this building is unprofessional and terrible in every sense of the word. Complaints are either ignored or acted upon late. Deposits are returned really late...more than 45 days after constant letter reminder and phone calls... no action has been taken. This is the only apartment in DC I know that returns the full amount of your deposit if only you live there for more than 24 months (2 years) and ofcourse you get to know this only upon contract signing and the manager surprises you with this. In my case, this is after I have checked the apartment and paid the application fee and has already made arangement to move out of my old place. Cable company had to ... Cable company had to rewire connection as other residents had been cutting and stealing cable from other residents. This took them more than a month to install my internet. Water heater is burning hot! radiator heater really hot that I use airconditioning throughout winter. complaining is impossible. Advise? do not live here!
