Candle Cafe in Venice............rip off!

I am not a complainer, on the contrary. I have been a waitress and I understand the job, but... I am compelled to review this place. I am in sheer disbelief.
Tonight, my friend and I went to The Candle Cafe in Venice. We have been a few times and it's a great happy hour. We ordered pizza and a couple of beers and everything was cool. After 3 sips of beer our check arrived?
I mentioned to the waitress (tall dark, heavy German accent) that I had not asked for the check. She said ""I know but I'm finishing my shift and I need to cash you out""
OK, I put down my debit card and glancing at the amount it seemed over priced but I paid the bill as I knew our waitress was eager to leave. She brought back the card and slip to sign. I examined the bill more thoroughly to find she had put on a gratuity charge which was included in the total. When I asked her why she had done that she said it was normal to have a suggested gratuity, as they get a lot of tourists and some don't know how to tip. I said I understood but I am not a tourist, I live here (however I have an English accent) and it was actually included in the bill and not suggested.
She said she would have to go and ask her co worker's advice. At this point, I thought she was new to the job and had made an honest mistake. When she came back she apologized, and refunded the gratuity. She said she just realized that the gratuity was only for parties of 5 or more, (we were 2). I asked her if she had made the same mistake throughout her shift that day and she admitted she had. I told her it was illegal to put this extra charge on everyone's bill and taking advantage of tourists or anyone was not OK. I asked for a copy of my bill with all items and charges but she said she could not locate it. I was suspicious.
She left, and we ordered another beer. I asked our next waitress if our first waitress had just started the job and she said no, she had worked there for a long time. Obviously ripping off people everyday.
Check your bill at this restaurant it's a dodgy place!

the biggest disappointment on the beach

i had the worst experience here.

i wanted to stop in for a quick bite on the way to another event, but my nachos (yes, nachos) took almost a full HOUR to be brought to me...the waitress kept passing my table with full meals and ignoring me. after about a half hour, i asked what the hold-up was and she got embarrased and said she forgot to put in the order.

i waited another half hour for the worst nachos i'd ever had and then had to GO INTO the restaurant to get my bill , bc she never came back out again.

i thought about just leaving, but i'm not that kind of person.

oh yeah, the place was virtually empty, yet i was seated next to a table where the guy insisted on serenading his girlfriend to some r&b that was apparently playing in his head.

bad stuff.
