He was promoted to the Clark County Drug Unit in 1997 where he was responsible to charging and prosecuting individuals accused of felony drug offenses. While working with the Clark-Skamania Drug Task Force, Mr. Harlan was given the moniker “The Hammer” for his aggressive prosecution style.
