Make an appointment if you don't want to lose a lot of time. Some employees are not very knowledgeable and go back and forth to get instructions from their supervisor. It makes the process longer.
The Tracy location is a nice one with lots of windows open for help however the phone response is very bad. There's no direct Tracy number and the 800 number is all that's available. Wait time is almost an hour for the simplest of questions. It's unfortunate that the most commonly used business has the least customer service reps for phones.
