ON 5 MAY 2015, WE SIGNED A CONTRACT TO INSTALL 68 PIERS AND PAID FOR 68 PIERS, $58,403. THE WARRANTY DATED, 11 AUGUST 2015, STATED ONLY 64 PIERS WERE INSTALLED. I BELIEVE WE ARE DUE A REFUND OF $3,435 ($858 TIMES 4 PIERS). WE NEVER HAVE RECEIVED A REFUND AND A LETTER EXPLAINING THE DIFFERENCE IN THE NUMBER OF PIERS. TO DATE WE HAVE NOT RECEIVED A REFUND, APRIL 2017. AS OF 5 JUNE 2017, WE HAVE RECEIVED A SUBCONTRACTOR'S REPORT THAT WE GOT 68 PIERS BUT STILL HAVE THEIR PROFESSIONAL ENGINEER'S REPORT THAT WE GOT ONLY 64 PIERS. ALSO SAW A LOWER FINAL PRICE BUT NEVER GOT A COPY OF IT TO DATE. NO EFFORT HAS BEEN MADE BY THE COMPANY TO RESOLVE THE PROFESSIONAL ENGINEER'S REPORT ABOUT ONLY 64 PIERS OR A REFUND. THEY JUST KEPT THE WHOLE CONTRACTED AMOUNT. I STILL DO NOT KNOW HOW MANY PIERS WE GOT. THEY CLAIM MY EMAILS GO TO THEIR SPAM BOX.
I have paid survey from this company. The FFE (Finished Floor Elevation) is 101. I checked with multi-application of the FFE. The FFE should be 123. That means this paid survey has about -20.0% error. I ask him to correct this issue; they ask $350 to correct the paid survey

Westar's survey had a pin that needed to be placed on our property. We took it for granted that is was put in. It was not. We went off of the wrong pin for our property line. If not for our homebuilder we would not have known. Westar stated we should have known, they did come out and repinned the property correctly after the well and electric were in. We would have relocated them if known about the extra land. There was no apology and they could have cared less.
Very unhappy with this company. They performed a survey but there is a discrpancy on where they say the corner pin is/belongs and they refuse to solve the problem. Two companies performed surveys and the neighbors survey shows the pin to be 3 feet different than Westar Survey. Paperwork between both surveys match but the physical location does not. We not recommend them.
I am a San Antonio real estate agent, and Gary Gibbons is the rudest person I have dealt with in years. I needed his assistance in finding an old survey, and not only was he not helpful, he was belligerent and refused to help. Would recommend not using his company's services, and I will certainly not recommend them to any of my clients.
Worst civil land development company. Don't be surprised if you end up with a change order due to bad design.
