How can the state give you your children back & remove them again bcuz they say there was lack of cooperation? when in reality they didnt do their job

I can tell you that the state has the authority to take away a child if they believe that the child is in danger or being abused, and the parent is not cooperating with the investigation or meeting the requirements set by the court. If the state determines that the child is safe and the parents have met the requirements, the child can be returned to their custody.
