But as you can plainly see-above, he is not the registered owner of the company.

It is registered as having no employees so as to not have to pay worker's compensation insurance, where in fact, it has several employees. Some may even be illegal.

Mario uses unethical means in attemps to obtain new bussiness, promising uncharged services in return for favorable acceptance of a contract. If the contract is not awarded, he then submits a falsified bill for services yet to be rendered.
