Overall
No restroom access for customers without an ID card for collateral

When I asked for the restroom key the man at the counter curtly asked me to give him an ID card. When I explained that I was a customer seated downstairs he looked at me stone-faced and repeated ""I need your ID card."" I was not trying to buy cigarettes or beer. I just needed to use the restroom. Although it was not a full-service restaurant, I think there must be a city law stating that very large delis with cafeteria-style hot food buffets and seating must have public restrooms for their paying customers. But the photo-id-for-key exchange is so bizarre that I doubt it is explicitly prohibited.

I understand why they would want to prevent customers from leaving the deli with the key, but their high prices (10.00 for an Odwalla juice, a small bag of chips and some dried fruit) should more than compensate for an occasional lost key or two. (I bought the pre-packaged food because their prepared food didn't look fresh). As any sensible person would, I refused to give this stranger my ID and decided to hold it in. I wonder how many foreign tourists give him their passports thinking this is an American custom?

The next time I am in the area, I will go to a real restaurant, go have a drink at a local bar or walk to down to Chinatown.

Even if you are not looking for a restroom, you should avoid Jubilee if you have a problem with rude staff. Please, thank you and happy new year are not in their vocabulary.
