        On May 28, 1989, Bishop Woodard was licensed to preach the gospel by his pastor, Dr. Floyd M. Blackwell. He was ordained by the Peninsula Baptist Pastor's Council on January 27, 1991, at Miracle Temple (formerly 2nd Baptist Church), N.N., VA & by Calvary Alliance of Churches & Ministries, Norfolk, VA April 27, 2001. He was consecrated into the bishopric March 20, 2011 & is under the covering of Presiding Bishop John N. Gray, Bethel Restoration Center, Williamsburg, VA.
