Escondido Test Only Smog Center

Coupons for most California smog stations say something like $25 plus certificate and electronic transfer fees. The coupon for Escondido Smog Center said $25 OUT THE DOOR. It did NOT mention certificate or transfer fees. My understanding of the phrase OUT THE DOOR means EVERYTHING included. As required, I gave the coupon to the technician before he started work. After completion, he charged me over $40. I pointed to the coupon and asked how they could get away with illegal advertising. He just shrugged his shoulders. I had to pay the $40+ just to get my car back.
