In terms of bar/restaurants in the Cleveland area, you will find none better than McNulty's Bier Markt on W25th. Its beer menu has been impeccably chosen and has such a wide variety, you'd be hard up to find something that didn't fit your flavor. If you don't like beer, that's just as well, the accompanying Bar Cento has 100+ wines to meet your fancy.
The food as well is simply delicious, matching the unique beer list and the awesome ambience of the establishment. I absolutely recommend their pizzas and the table share frites. If you're going to go the route of pizza, my personal recommendations are either the Potato pizza or the Sunrise (pancetta and egg), as they're both simply amazing!

The Bier Markt & Bar Cento are a great place to enjoy a night with friends. The beer selection is excellent with many that I'd not heard of before, and I like to think I'm pretty widely traveled in the beer world. They serve primarily Belgians, so if you drink Bud Light and aren't used to your beer having actual flavor, this is probably not the place for you.
The light fare at Bar Cento is likewise excellent. In particular, the Belgian-style pub frites (fries) fried in duck fat and served with three types of mayonnaise are an absolute must-have - they will leave you drooling and put every other french fry you've ever had to shame. Make sure you go for the table share size, because you'll eat every last one.

The bar at the Bier Market has a great atmosphere and decor, so we decided to try out the dining part. The decor was still great, the food - not so much.
We had 4 stale rolls in a brown paper bag on our table, bad way to start the evening. We ordered the cheese and meat platter that the waiter recommended. The platter came with several slices of meat, and 2 very stale (this seemed to be the pattern) slices of unidentifiable cheese. The bread on the platter was burned to a crisp, and ALSO stale. I order the arctic char (salmon) which the waiter promised was very non-fishy. When the meal arrived, I had to cringe because I could smell the fish before they even put it on the table. I understand, it's fish, it can smell, but I didn't appreciate the false advertising by the waiter. The brussel sprouts side wish was burned even worse than the bread on the meat/cheese platter. To add to the poor food, our waiter seemed overly hyper, and kept running away before we could get a word out. He forgot to put in several drink orders, and only did so when we reminded him.
My advice, go to the Bier Market for the bar, not the food or the service.

A group of my friends went here on a Monday night. The patio was almost full, though the inside was virtually empty. We had attentive service when we went up to the bar; the bartenders gave great suggestions and the beer menu descriptions accurately captured all of the beers I tried. They have tons of belgian beers, so if that's your style, this is your place. They also had great domestic and import microbrews. Try the Stone Ruination IPA if they have it on tap. Lastly, they sell $1 16oz. PBR cans, which I used as a gag on one of our friends. They also keep a folder of food delivery menus behind the bar if you get hungry.
