The Carroll County Animal Shelter needs much improvement. The facility itself and the pet adoption process are okay. However, if you have concern for feral animals or are having trouble because of someone allowing their animals on your property Carroll County Animal Shelter is next to useless. There are animal control laws for many good reasons. Unfortunately, Carroll County refuses to enforce them. Even worse, they will not help suffering, neglected and abused animals even when state laws are in place to protect them. Highly disappointing and extremely sad.

I have had numerous encounters with CCAC because other people think that their cats have a right to go anywhere and destroy anything simply because they are cats...CCAC has been soooo understanding and helpful with the rampant cat problem in our neighborhood. Connie rates a 10 all by herself because she is so helpful and knowledgable and informative, but everyone I have dealt with is both professional and helpful with any problem we have had that falls in their ballpark of knowledge. I cannot rate them high enough, I can only say it is sad that all the people we deal with day to day could not be as kind, considerate and wise as Connie and her crew are. Thank you CCAC
