        About HFLA Cleveland The Hebrew Free Loan Association of Cleveland was founded in 1904 with $400 donated by Charles Ettinger, Moris Black, and their friends to help European refugees settle and begin productive lives in this country. It was the concept of the founders that the monies be repaid and available for others to use in their time of need. This concept guides HFLA's actions today.
