To remove wallpaper there are several techniques to use. First, spray the paper with water or a wallpaper-remover solution and let it sit for a few minutes to penetrate the glue. If you have a scoring tool you can use it first as it will create holes in the paper, then the water or solution can seep behind the wall paper to help loosen it. Once the paper has soaked, try peeling it off. If you have difficulty, use more water or solution until the paper peels off easier. Most likely there will be glue residue left over that you will need to scrape off. If hanging new paper, properly prepare the wall surface prior.
Can wallpaper be hanged over existing wallpaper?

However, if the existing paper is textured, cracked or damaged, hanging new paper over it can be problematic as those features can be seen in the new paper.
