This sounds to me like the customer is unhappy because we were not able to come to her home and give an estimate for a project. Something like this would not be a standard practice for replacing a light fixture or adding an outlet somewhere. The only way to cover overhead expenses (electricians hourly wages, fuel, insurance, etc.) is to charge by the hour and in the amount of time it would take for us to look at something small like that, we could have spent that time completing the project. Also, it seems as if this person is unaware of the contracting business in a way that if we were to give him/her a quote, what would stop him/her from taking our number to a competitor and asking them to beat our price. In the end, it would result in us doing all of the legwork into looking at a project for our competitor to do the work. If the case were along the lines of building an addition or a garage or something of that nature or something of substantial size, at that point we would be happy to discuss taking a look and providing an estimate. The bottom line is that we do value each and every customer (even residential customers), but it is not feasible nor good business practice for use to provide every single person with a quote.
