The company began in 1902 when James Cash Penney opened his first retail store, called the Golden Rule Store, in the mining town of Kemmerer, Wyo.

        Great sales

        The JcPenney downtown in the Wausau Center has a lot of great sales, especially on their clearance racks. The associates are also very friendly and helpful and are happy to assist you in any way that they can.
