- The Legal Services Corporation is a private, nonprofit corporation established by the United States Congress to ensure equal access to justice under the law for all Americans by providing civil legal assistance to those who otherwise would be unable to afford it. Legal Services is headed by an 11-member board of directors appointed by the President and confirmed by the Senate. By law the board is bipartisan, meaning that no more than six members may be of the same political party. The corporation does not provide legal services directly, but rather provides grants to independent local programs. Special service areas also address the distinctive needs of Native Americans and migrant farm workers. Funded programs do not handle criminal cases, nor do they accept fee-generating cases that private attorneys are willing to accept on a contingency basis and most cases are resolved rapidly and out of court. The Legal Services Corporation serves every county and congressional district in the nation, and is headquartered in Washington, D.C.
