Shadow Pines Apartments

I called the office looking to rent an apartment, they told me a price, after my husband paid for the aplication fee they charged more for the rental price, we lost trust with these people.I asked Abe the manager (Wings Management) for the application fee back but he is giving me a run around and he kept the money, can you trust to live in a place like this? Watch out for this type of scam.
