BROC is best at forcing people to wait extended periods of time to be denied on the most simplistic requests. First you are required to fill out hours of paperwork, then you sit in a waiting room in which you are not supposed to converse or make noise of any kind (this includes cellphone conversations) or you will get chastised. After waiting forever and a day, you will get a cold arrogant stare from whatever worker happens to be helping you, and as they pat the money in their pocket they tell you that you don't deserve help from them. My advice? Just sleep under the bridge with nothing... that's what they'll tell you to do.
