        they overcharge

        These guys sub-contracted a water heater installation from Capitol Oil. I was quoted $95 an hour for labor plus material. I noted the arrival and departure time (9:18 and 10:15 respectively), and it was less than an hour. I asked the guy as he was leaving if I needed to pay for anything. He told me to give him $5 for materials. I was going to write a check, but he said never mind. When I got the bill, he charged me $150 for labor, and nearly $70 for material. In short, do not use this contractor around Richmond.
