I want my money back !

I have been trying to get my $73.80 back since April, 2007, and I still don't have it. I made a payment to Alltel in error( my former cell phone company, and that's another story) and I was told after I was able to get someone to admit it that my account had been closed due to inactivity, and the money, my money was placed in the general fund. It's not like they didn't have my information after being a good customer for almost 5 years. I have been told three times that a check is in the mail, and to wait 2-3 weeks. Where have I heard that one before? I just talked to Alltel, and was told a check was being sent out, and it would be , you guessed it,2-3 weeks !
