        Overall

        Incompetent and unreliable staff answering the phone. We could not solve our water bill issue because in spite of repeated phone calls no one checked our water meter which does not work.

        Unreliable staffs. My water bill got 3x higher several times. The problem occurred couple times within 7 months and not solved.
