- Established in 1965, the Honolulu Community Action Program is a private, nonprofit human service agency that provides a range of programs to reduce poverty and support and empower low-income communities. It has a staff of more than 490 employees who serve over 11,000 clients in approximately 100 locations. The agency, also known as HCAP, operates more than 20 programs in the areas of job preparation, placement and follow-up, education and child care services, family assistance and development, community involvement, advocacy, and coordination and resource mobilization. The Honolulu Community Action Program offers family development, case management, community leadership development and other general assistance services. It operates the Federal Surplus Food Distribution, Weatherization Assistance and Low-Income Home Energy Assistance LIHEAP programs, which specialize in energy crisis intervention services. The Honolulu Community Action Program additionally runs early childhood, employment, educational, economic development, and emergency and transitional programs. The agency is headquartered in Honolulu.
