The managment company has 21 days from the time you do the move out inspection. Otherwise there are severe penalties to the company. I would get a hold of California fair housing and talk to one of the people there to file a complaint. Unless there are circumstances that I am not aware of, you have every right to the deposit. You might also try legal aid. I cannot understand why they would hold the deposit, I would assume they would know of all the legal problems they are getting themselves into. Wish you best luck.
I am currently renting a duplex from Realty RoundUp, but will be moving shortly. During my stay they have been responsive to all problems at our home and quick to get in touch with us or fix it. Because of this I am confident (and hopeful!) that they will as fair and professional during our move-out process.
